this will likely depend on what 2 operating systems we're talking about? And there will likely be limitations to what you can do.

No. Bluetooth devices tend to allow 2 devices to be connected at one time, but only one is allowed to start a stream. Sometimes starting the second stream cancels the first but it changes from device to device.
