BIOS runs XMP @ 3200 - Windows 10 only runs 2133?

Greetings,

My friend's computer has the following parts:

Gigabyte Z170A Gaming 6 Mobo (latest BIOS)
Intel i7-6700K
32GB G.Skill DDR4 3200Mhz RAM

The BIOS reads the XMP-enhanced RAM correctly at 3200MHZ, however, in Windows 10, both Windows TM and CPU-Z read it at the standard 2133Mhz. The Gigabyte utility even sees the 3200 correctly. Is this still a Skylake/Windows 10 issue yet to be resolved? OR, is there something we're missing to make Windows 10 run at the full 3200Mhz? Is it even possible that Windows 10 and it's apps are reporting wrong? How can the BIOS be 3200 and Windows be 2133?

Any help appreciated!
 
Show us a screenshot of the CPU-Z "Memory" tab. If you're running at 2133, it should show "1066.7Mhz". (Like mine does right now, on an H110 ITX board with an i3-6100, which doesn't allow memory overclocking or XMP. As well, I think that the RAM in this rig actually is only 2133.)
