What a dipshit, making a small nuke is insanely difficult as you have extremely tight timings on the implosion to squeeze the fissile material in a small enough volume to make it super critical. No one is going to be able to build a nuke small enough to fit in a backpack before they can engineer a larger one to put on a missile which is way easier to build the implosion mechanism for.
