Older Toshiba no video

Out of the blue, my older Toshiba Laptop that I rarely use lost it's video. Black screen even during the boot stage.
I even tried the HD output (which I've had never used IIRC). The only difference is the Boot screen did come up (if you can call it that) as a green 4x3 screen full of noise as in a very poor signal, then it went black. the HDMI TV sees a connection, but nothing.

I removed the SSD & the 2 memory chips and re-seated them, but no difference (which didn't surprise me).
I disconnected the power feed (the battery was not connected) for a couple of minutes and reconnected it, but no change.

Can I assume the video chipset is toast?? FWIW, It's running W7 Pro x64 if that matters. I rarely use it, probably it's been 3-4 months last time it was used with no issue.
