The upHere UE2 in white is $16.50 (normally $30). I couldn't find any real reviews but this is a lot of cooler for under $20. The OP's cooler is currently $28.40.

For reference, there is an upHere "Series 2" vs Phantom Spirit 120 on YT, and the Thermalright is flat-out a better performer.

The white for $16.50 has been out of stock, but it's available now. (I'm still on the fence, don't need one.)
