The launch vehicle will be a sitting duck. And you will either shield it heavily enough, or launch it off the ground. Not both.

To orbit Earth in Low Earth Orbit (LEO), a spacecraft must travel at approximately (28,000{ km/h}) (17,500{m/h}) or (7.8{km/s}).
At this speed, an object completes one orbit in about (90) to (95) minutes.

The small bit of good news is all commercial satellites and launches in low earth orbit (LEO) must have an end of life plan where they deorbit within 5 years.

The Kessler syndrome risk isn’t directly from all the new satellites being put up, i.e. we are no longer launching satellites that will be left up there until they become debris (MMOD) guaranteeing Kessler syndrome occurs.

The risk is from orbital debris already there and being generated by satellites and rocket bodies than did not have this requirement, hitting, disabling, and generating more debris from the huge number of new satellites that would otherwise not become debris at the end of their life. The more satellites

The bulk of the debris up there right now is due to a couple of anti-satellite weapons tests, dead satellite collisions, and exploded rocket bodies. A small number of further events like this will cause a Kessler syndrome

BTW when you see stories about why don’t we save the ISS by pushing it up into a higher orbit instead of doing a controlled descent into the ocean the Kessler syndrome is why. We don’t need 1 million pounds of new MMOD.

Yup.

Even deorbiting the ISS is going to take a brand new vehicle, USDV, which is mostly propellant. Unsurprisingly end of life for ISS has been kicked down the road for years and it’s only now significant work is being done.

If USDV fails consider taking a nice trip to Norway or the southern most islands of New Zealand.

It would, but it really depends on where the worst of the MMOD is. The upper portion of low earth orbit is probably the most likely area. Geosynchronous/Geoststionary wouldn’t be affected so satellites there would continue to function.
